Project Map for Mayors and Town Officials

Step 1. Identify the Problem

This could be a need for repair/rehab, wastewater treatment plants, stormwater assessment, and much more.

 

First, the town officials need to meet and go over the needs, look on the Housing and Urban Development website to understand grants/funding, and to decide on a route and timeline to begin the long process of fixing a town's infrastructure. 

Typically, this step is fairly easy as the needs will be very apparent and any future needs can be caught and explained by the project engineer.

Step 2. Funding

Now it is time to decide on the right funding mix.  We have a side-by-side comparison on our funding page. 

Decide which funder(s) suits your needs, and move on to step 3. to start the process. 

Step 3. Contact Engineer

If you do not already have an engineer, this needs to become the main priority as nothing else will be able to move forward.  

 

We are specialized in obtaining the funding that is needed for water and sewer projects and can help with the process of applying for funding in step 2.  We also know which funders to pair together to ensure you get the most percentage of grant possible, and that we can obtain the amount of needed funding. 

Following step 2., we can also begin step 4. and draw plans earlier to save you time. 

Step 4. Engineer Reports

This is handled by us primarily.  We will do a preliminary engineering report and conduct an environmental review of the land to be able to submit to the funding agencies. 

This is a requirement to be able to move forward as the federal agencies will only proceed as each step is completed. 

However, some funders, like CDBG, will conduct the environmental review themselves. 

Step 5. Letter of Conditions

After step 4. is complete, the funding agency will notify you and the engineer that the project can proceed.  At this time, a Letter of Conditions (LOC) is given to the town officials.

This is a large packet with several steps and conditions to be followed and completed in order for the project to move forward.  This could include contract signing for funding, scheduling payback periods, and going over population numbers and demographics for the town. 

While this is going on, our engineers will be hard at work designing the project in detail to ensure that the project is finally accepted and can begin. 

Step 6. Final Submittal

With all the previous steps completed, this is when we will submit the plans, the LOC, and reviews to be accepted. 

Step 7. Bidding

When the project is accepted, we will begin the bid process which includes advertising the project details for contractors to buy the plans and submit their bids for the project. After a 30 day bid period, we hold the bid opening.

At this time, the engineer, town officials, and contractors placing bids, all meet to open their bids.  

We then tabulate the bids and ensure no errors have been made, and we decide on the low bid. 

Step 8. Pre-Con and Date to Proceed

This is the scheduled Pre-Construction meeting to go over the final project details and specs, outline the overall process, and answer any questions that may arise.  

At this meeting, we also set the date to proceed.  This will be the date in which construction is set to begin. 

The date to proceed is usually set for 3-4 weeks after the pre-con. 

Step 9. Substantial Completion

At this time, the project/construction is nearly completed.  The project engineer will certify that the project is nearly complete and up to code. Final payments will be set at this time and we will continue to aid you with the maintenance of the completed system.
